Venezuela 97c 2017 5000 Bolivares (Missing Woman)

If anyone can point me to more information or opinions on this type of note it would be appreciated.

I know that it is not an error but an incomplete note.
This was sold as an unfinished note for a seller in Colombia.

1. The note is real. It has the watermark, security thread and hologram thread.
2. The date is 2017 97c because of the type of hologram thread.
3. This is the last of these series and was printed in Colombia. The new series are printed in Russia.
4. The notes are printed in sheets but this note is cut. It was cut professionally the cut is clean so most likely at the printers.
