1943 S Steel/Zinc Penny Error?

I found this in a large change collection of tens of thousands of wheat pennies and I've never seen anything like it. I've seen the 43s rust but this looks like it has a coat of steel/zinc over a copper core. Has anyone seen this before?

Looks like it was plated at one point and now it's wearing off.

I'm guessing it was plated with a copper colored material to fool people? I'm not sure.

Check with a magnet. It looks like copper to me.

It looks like steel with a copper plating coming off.

I have a collection of plated 43 Cents. And some are Copper plated and yours appears to be one of those. The Copper is wearing off now.
Those coins were plated with Zinc, Tin, Copper, Chrome and a even Silver. Just something for people to do.
