1982 Constitution Dollar - Struck Through?

Hello all, happy to be on the forum. I've ended up here plenty of times in the past when Googling my questions and am impressed with the level of knowledge here. So I figured it was time to join and see if anyone can shed some light on this coin that has had me curious for some time.
I'm a very casual collector, and have recently started buying some original rolls here and there. This coin came out of the first roll I ever cracked and though even a noob like me could tell there's something special about this coin, I'd like some opinions/input on just how it got this way. I've searched and searched online and only come across the same examples of Constitution Dollar errors and none this "ugly".

I brought it to my local coin dealer who I consider to be quite knowledgeable and he seemed sort of stumped, though he said it's "very interesting". I suggested Struck Through Grease and he agreed it looks struck through but not grease. He hinted at sending it for grading but I see ICCS does not grade errors and I'm not sure it would be worth sending it across the border to PCGS.

Any thoughts and opinions are welcome. Thanks!

Welcome to CCF Stirl.

You can also consider CCCS for error's certification. They are located in Montreal.

Can you provide a closer look of some areas of your coin? I think it will be easier for the investigation.

It is not a die set-up strike, because it has full rims (and suspect full reeding on its edge). I do think it is a strike through error, I have one like it, but nowhere near as "bad" (or as cool) as yours. I valued mine enough to put it in a PCGS holder, and if I had your coin - I would also send it to PCGS (but I have a bias, as I collect errors in that series). I'd actually put a value of about CAN$400 on that error. That said, be forewarned, grading errors with PCGS is not cheap.

Could it be struck through a piece of cloth or paper that somehow got into the press?
