Will PCGS or NGC clean this for me included in they're grading process?

Either one will conserve the coin at an addition fee. I would highly recommend not sending this in for grading. You will spend more in fees than the coin is worth.

Looks possibly XF45- Low AU. Sharper pics needed.

the coin is average for strike for this year. the photos do not permit proper assessment for grading. it could be anywhere from AU55 to MS62. in any case the coin is so common that it would need to be at minimum MS65 to be graded to make it worthwhile.

I'd also weigh it and give it a magnet test. Doesn't look quite right to me.
