1991 US 1c Reverse Die Crack With Faded "Es"?

This 1991 penny appears to be missing half the "es" in "States" that ends at a line that is a possible crack. Comments are appreciated.

More of the "metal" is needed to fill Abe's bust on the obverse...therefore very common effect on the reverse. "Die crack" IMO looks like a plating issue or PMD
