1981 Penny Color Anomaly. Environmental?

So I thought this was a steel penny so I grabbed my magnet and tried to pick it up. Low and behold it wasn't steel. Now I'd like to get opinions on this. Is it environmental damage or plating or planchet or other? So In terms of color comparison I hope the photos do it justice. the last photo is comparing a normal with a steel.

I'm in the environmental damage camp too. Also, weighing the cent is another good way to confirm that it is made from copper.

Environmental staining/tarnishing. Probably a coffee cup holder victim. Not a mint error, simply PMD.
