Not sure that it's Claudius, but similar legend and reverse here...perhaps a starting point.

I have seen you accurately ID the most difficult coins imaginable
With the vaguest of details visible
Coins that stumped me for days if not weeks !

This is a classic style Claudius As of Spanish mintage
With or without the legend
The portrait is Clau Clau Claudius

Got it. Next time I see a portrait that looks like the love child of Dick the Bruiser and Moe Howard, I won't bother to even check the legend.
