The cameo designation is just a measurement of contrast between the fields and devices. Currently, the US Mint makes an effort to produce all proof coins as deep cameos but that was not always the case. Earlier proofs from the 50s and 60s would only be found in deep cameo if they were produced with fresh dies. After some use on the dies, cameos were the norm and brilliant proofs(lacking device frost) tended to occur with older dies. Because you only got CAMs and DCAMs with fresh dies, their numbers were smaller compared to the total mintage. All proof strike Kennedys were only released in proof sets.
