Nice, wide spread doubled die on a stainless steel coin.

India coin doubled dies seem to be fairly common, or at least there are a number of examples posted on ebay. Could it be that these are mules, deliberately made by mint employees?
Or is the quality control at the India mint that shoddy?
Or both.

That's the worst (best) case of doubling that I have ever seen. Based on my experience with modern Indian coins, I think that the quality control is very poor.

Proof coins from India, on the other hand, are of excellent quality, I just think that for the regular coinage, the quality is not considered that important.

Yep, pretty spectacular doubling.
If the '09 S VDB cent is the King of Lincolns, then this coin is surely The Raja of Rupees.
