A little low? Not low at all? Semi-low?

Does the "B" mean they already went through the number series once under "A", sorta like a car's odometer?

Not low enough in that condition, Like a used car the value is the condition.. Usually you want a not numbered less than 999.. but if the note you showed was in un circulated condition I would certainly hang on to it.. My opinion only..

The B prefix is for the New York Federal Reserve district. The C suffix is like your cars odometer and advances after serial number 96000000.

$1 currency from that series doesn't merit a premium until the number get to 00000999 or lower.
And that premium is small until you get to 00000099 or lower.
And finally any premium takes a big hit unless the bill CU (and maybe AU).

AHA! So the "C" means the "odometer" has "gone around" already, so I was close!

Useless Unrelated Fact For the Day: the same thing happens with Massachusetts car dealer license plates... once you go from plate EXAMPLE-A through EXAMPLE-Z, you start all over again with EXAMPLE-AA. SO any dealer plate in MA with -BA or even -CA has lost a LOT of plates through the years OR has the same number for each location.

Oh, in answering your original question, the serial number is ebay low. You can get away with calling it low on ebay, but most collectors want to see at least 5 leading zeros to be considered low.
