Here is a example of a 1990 P quarter in which the Mint mark is much lower and closer to the pony tail than shown on coin facts examples. Any input is always appreciated.

The MM is the same for every Quarter Dollar made in 1990, as the last year of hand punched mintmarks was 1989.

Actually, if I'm not mistaken, hand-punched mintmarks continued into 1990 for some denominations. I think only the cents and nickels stopped in '89 and the rest in '90, but don't quote me on that.

Thanks for the explanation, All other examples I have seen are slightly north and away from the obverse design. Just looking for input.

More food for thought (including some resources) concerning the timeline or transition from manually punched mint marks.

Note: I was not present to witness the transition(s) first hand, but considering the resources, I believe some merit should be taken into consideration. Thanks, Doug.

According to another forum, hand-punched mintmarks on quarters changed sometime in the early 1990's. So the OP's "much lower and closer" quarter is perfectly normal, so no premium, sorry.
