Sjhedley:  to the CCF ! A very unusual type of coin error. The provenance should increase it's value considerably. See if you can get a direct copy of the Magazine entry. Such info may be available from the ANS archives. In 50+ years of collecting, I have never seen similar.

At best, you might have a strike thru, never heard of a rim lamination but anything is possible and welcome !

I imagine the coin doing the over strike would have to have been a broad strike or cupped, even then, just doesn't look right somehow. On the other hand, I would defer to the experts who have had the coin in hand.

Thank you for the images. Definitely not what I expected to see. My best guess would be collar trailings (sheared off reeding)flopped out of collar onto blank then struck with trailing either being pulled out by hammer die or by some other force causing field damage at 1130 and 230. I believe there would be reverse damage if PMD. Very nice.

Shouldn't it say overstruck with a delaminated rim strip instead of laminated?

The letter from Hans Zoell accompanying the coin, makes this a very interesting item!  Thanks for sharing! I wonder what ever happen to the manuscript for "Misstrikes and Oddities", which never made it to press.
