The lady depicted is Germania. She is a symbol for the second Reich, formed by Bismarck in 1870.
Here you can see her on the Niederwalddenkmal at the Rhine near Rüdesheim. This monument was erected to commemorate the founding of the German Empire in 1871 after the end of the Franco-Prussian War.
