If you look closely the scratches go underneath the lettering on reverse side all the way around the rim.

MS, but that is not really the question here.

I agree; the concentric marks are underneath the lettering.
The reverse die seems to have some concentric machining marks in the die face, before it was hubbed.

I will leave it to others to discuss if it is a significant variety or otherwise.

If it is a one die only variety, the number of coins struck off it would be a maximum of 150,000 to 200,000 coins.

If the lines go under the letters then could the planchet have been damaged somehow before the strike? Making it just a one off and not a variety.......

I think the confusion here is with the lettering. On these quarters, the lettering around the edge on the reverse is incused. They are below the level of the rim, as if they were cut in. Therefore, the damage from a Coin Wrapping Machine is on the rim, but does not go down into the lettering. It is not "under" the letters, it is above them.
