No listings for this one on the three sites.
Incuse marks on the date are coin damage. There are DDO's that show on the '4' and on the 'L' on Liberty:

(Affected Philly listings:

Some show the top of the 'L' and the top of the '4' affected. So the hub may have rotated or was hubbed to high. (These might show show a doubled eyelid, above the eye. (I couldn't find an example of these though)
