Pretty cool error. I assume this was struck at the time the Philadelphia mint struck some Canadian 10 cent coins

Doesn't this seller get some really odd and extreme stuff that almost makes one wonder just how "mistake" it really was? Errors are their specialty, and they have a lot of really incredible stuff.
