I strongly believe this is an RPM, though cannot find it on CC's site.

coffeegod, it is always better to show the complete date, and MM. The location, separation, and MM have all to do with the identification.

Appears that could possibly be 1950S-1MM-003, of which we only have late die state photos, and this coin is early die state. They can appear quite different. There's some chance this could also be 1950S-1MM-010, but I don't see the split in the lower serif that would mark this as such.
