Is this feature identified as just a Cud, or a Retained Cud? Are there different types of Cuds?

Nice Cud. Looks like a progression of CU-10c-1999P-02R.

If I were to get this certified, are there any speculations as to how much this might be worth? I'm not looking for an exact number, but a range...to the right person?

Based off of ebay sold listings, I'd say a realistic estimate for the coin raw is in the range of $15-$25 depending on the buyers. If you were to get this certified (which I would not recommend because you would most likely end up losing money) I would estimate it to be in the $20-$30range. Very nice find!

Retail value does not justify all costs involved in having it TPGed.

For future reference, you can check realistic coin values by looking at ebay's SOLD listings to see what similar coins have actually sold for.
