Not sure if it was even worth taking the timw to post but I have a 1984 quarter with the D mint mark being soild. Looks like a smudge. As well as a almost perfect ring cutting through the lttering of "quarter dollar" nearly going the whole way around. I cant figure out how to post a picture cause of the 300kb bs#128580; but id be happy to email a picture to hear something about it.

The filled mint mark is quite common and the ring you described was most likely caused by a paper roll wrapping machine, you can use the search box (top left on page) to see other posts about this issue.
