We generally ascribe that bubbling to extreme heat and call these "campfire coins". Whatever the cause, it is damage rather than a mint error.

John1 and Spence are the MASTERS of error and damage identification! I have to agree with the heat damage opinion. I only add my post so I look just a tiny bit as smart as they are!
