Looks like a chip came out and got smashed back in (reverse) but can't tell if it's post mint or not..? But it's a neat penny to say the least. Any thoughts?

Yep, congrats! It's a real mint error. Looks like a lamination peel. Don't pick at it!

Does it look like the metal is peeled back?

EDIT: The peel part may have happened after it left the mint.

As mentioned, a nice example of Lam.I wouldn't handle coins with bare hands if I were you, the finger prints will damage coins permanently.

Invest in a pair of inexpensive cotton gloves available from anywhere that sells hobby supplies. As Chase mentioned above, oils from you fingers can harm surfaces of your coins. Photograph your coins by laying them down flat on a solid surface, then shoot them from directly overhead. You'll find this method easier than trying to hold your coins as well.
