Looking at Kurt's pictures, it is not an inverted mint mark. It is the regular ball serif mint mark that was introduced in that year. This type mint mark can also be found in 1945 and also had limited use in 1946. That was the year that one working die inadvertently had an inverted ball serif mint mark applied.
