Found this in some pocket change. I know the filled mintmark is pretty normal on 1980's quarters, but this one has some interesting something next to it. Is this an RPM or something else?

If you go to all forums, then look around, you will see a section heading called Contests. Members ask other members to do things (like id coins from pictures, propose how cure damage to a coin, etc) and some give out prizes.
Traditional to ask people at milestones in posts if they are going to hold a contest to celebrate the milestone. Prizes are not required! FYI.
