The black stuff is most probably a silver oxide/sulfide complex. If that is the case, you won't be able to remove it with any cleaning technique, without also damaging the coin.

You may try acetone, but I am almost 100% certain that it will have zero effect.

Therefore, just include this coin in your junk silver stash. That is what I have done with my black blotchy '64 Kennedys.

Yep, damaged surfaces.
Probably caused by poor storage conditions.

Seeing it's pretty much just worth bullion what about try a dip? Or would that just be a waste of money on the dipping solution?

Leave it as is. It gives the coin character. Check for doubling.
