Probably plated. Look for 3.1g.

I second that, should be somewhere around 3.1 grams. I have a plated Wheat cent that looks kind of like this, I had the advantage of some of the plating on mine has come off though lol you have to take the long road and weigh it :(

If it is plated will it weigh 3.1, is that because a normal copper 1980 penny would be 3.1? If it is not 3.1 what does that mean, just out of curiosity.

Plating pennies has been a long standing science project in schools. Nickel, tin, silver, brass, etc. have been many of the go to metals that are gravitated towards plating with.
