Eagle is rotated, was not put in holder crooked.
It is a cladding error, the coin is copper.

Environmental damage,not an error. Best to remove coins from holders whenever possible before taking pictures.

It is always best to remove coins from their holders when photographing them. Especially in this case, an edge photo would show us if indeed there is "No cladding error."

The discoloration on your coin seems to be due to environmental damage,could have been buried in ground for a while or something else the reverse rotation is also because your coin has not been put in the 2x2 straight.the obverse is rotated clockwise.
