Looks similar to the stuff in the bottom half of the R and at the 5 o'clock position below the "U". I'm guessing it is some kinda residue of some sort.

sorry took so long wanted to clean coin first to make sure wasn't dirt...stop panicking when I say clean I don't mean a brillo pad and acid lol...anyways wasn't dirt. I think it might be raised but I have no idea how to tell difference, I'm still fighting with md and dd and now I have to add md and dd on incuse. I tried to get a better pic. oh and any idea why it looks like the R and S are melting?

Looks more like a high bounce MD issue or a coin contact issue?

2021 already!
I think you even beat the first post that usually asks if anyone has spotted a new cent yet.

So I have to ask, how exactly did you clean your coin? When we say "Never clean your coins" we mean NEVER. Cleaning helps to destroy possible numismatic value. We are here to help you, not to over criticize you.
