Pictures are very blurry, but based on the areas you're focusing on, the answer is almost certainly incuse Machine Doubling.

The coin scratches you are seeing are not die scratches. A die scratch will be raised. A coin scratch will be incuse. Incuse scratches on incuse devices will appear like it flows behind the devices. Which is not the case. Unless they are real deep, you won't note that they are that deep:

Note on these incuse devices and a contact mark on that area. Note when they are turned 90 Degrees, then you note they are incuse. Note how deep this bag mark was on this coin. Note only the deepest area shows the mark as being incuse. Where it was not so deep, then the mark appears as flowing behind the devices?

@coop I didnt see any scratches. I believe it is DDR. Wexler does not have listings of the new coins but I have been looking at all the Double Die listings and reading and if I get you clear pics I think that's what I'm looking at.

"ALLG". On the third/fourth image. The lines across the fields of those devices. Not a die crack, but an incuse mark.
