1977 Silver Crown Please Help

Hello, I am researching some coins for a friend and he gave me this crown the other day. It comes in a red bespoke plastic case with the dates 1952-1977 written in the top corners.
The thing is, it's supposed to weigh an exact amount and when weighed it comes up a bit short. I think it's the correct size and has the milled edge. I know there is a difference between the jubilee coins but this one feels heavy enough to be silver. Any advise please most welcome.

The finish on that one does not look up to the Silver proof standard, and in any case those issued in the plastic cases were all cupro-nickel, so the standard version I believe.
Sadly these are very common. In the cases I sell them at £1 each and have so many unsold I probably need to go even cheaper!

- that's a cupro-nickel version.
