that would be a genuine one cent coin, just not an Indian Head cent it is a Lincoln coin tho.

I would keep it. It looks like the host coin is a 1972-S LMC and it was stamped on the reverse to create a 3D repousse-style obverse image. Neat.

It's called a counter stamp. Why, who knows. It happens all the time. It seems like mostly on cents though.

As to why simple because I can, The penny is still legal tender. If the person that gets it back in change keeps the penny instead of throwing it away. They may gain an interest in collecting, Either in coins or exonumia after googling it, It is currently cheaper than buying a copper blank disc from a jewelry supply house. And they may give it to a friend that collects. There have been all the states counter stamped set out there.
That one has a very nice High end stamp very nice.
