1964 Roosevelt With Exceptional Finish. MS? Pr? SMS Sp?

Greetings. I would appreciate your opinions on the strike of the 1964 Roosevelt in the photos. I purchased it recently in a "Year Set" with a couple of exceptional coins. Any idea on the strike type? MS, PR, SMS PR (my hope)? The surface is quite smooth and the photos have shadows that make some areas appear darker than they are. With slight magnification the surface looks like it has polishing lines in places.

Unspectacular Business Strike especially the reverse
Which shows marks scuffs and rub on the torch .
The obverse shows many die Polish marks , raised lines
which look like swirl marks .

I'm in the business strike camp. Perhaps AU55++. Very good hole filler until a better example comes along.

Saw all the swirl marks. Any theory on the cause? They are all over this one.
