Well it looks like a United States good for trade token from circa 1930's. I looked in the Tokencatelog.com site and it appears that your token is unlisted as of yet. My best guess is that it is located in a city named Willemstad. However, I could not find a city in the US with that name. I did find a Willemstad Curacao and a Willemstad Netherlands. I guess it could be from one of those locations as I believe they use "cents" as well, but because the token is in English I think it is a bit of a long shot. Unfortunately, I have left it still a mystery. Hopefully someone else can fill in the blanks.

This is almost certainly from the island state. Curacao lies only 40 miles away from Venezuela which might explain the presence of Santiago Hermanos and their Frontera Bar. Although English is not an official language in Curacao, it is in many of the neighbouring islands of the Greater and Lesser Antilles. Also the former Dutch colonies in the area, Demerara, Essequibo, and Berbice were English speaking at the time of this coins issue.

BTW, in case this token turns out to be later than we think, the Colony of Curaçao and Dependencies was occupied by English and American troops during WWII.

That makes a lot of sense to me. Looks like it has a high probability of being an unlisted trade token from Willemstad Curacao. It definitely could have been issued in the 1940's as well.
