I'm trying to figure out if these marks are clash marks and if this is an actual mint error causing the missing clad layers? This coin looks like a mess up close but I think it's interesting to look at.

Environmental tarnishing/staining/paint/plating damage, could be acid damage, all post mint. Maybe have spent time buried in acidic soil or the bottom of a coffee cup holder in a car, who knows. Post mint damage ( PMD), no premium.

Copper nickel and copper nickel clad coins usually change to a bronze color with in ground burial.

Coin pictured on the way to bronze color, but was recovered before full bronze color was acquired.

A well knocked around half, with the dings, scrapes, and hits to show for it. Exposure to environmental agents have taken their toll as well.

Die clash? Closer-in, high resolution photos of the impacted areas may help determine that the answer.
