The piece appears to me to be a paperweight based on the three "Feet" on its reverse.

It was produced by Whitehead and Hoag of Newark, NJ. W&H was a prolific issuer of medals and pin-back buttons for decades in the first part of the 20th century. Their mark is seen below the foot at the 6 o'clock position.

Value? One in decent condition sold for $50 USD about a month ago on ebay. There is a current ebay listing for the medal for $495. I think that seller might be on a fishing expedition hoping to score!

Neat paper weight! Same design was used for their massive 25 year sterling silver service medal 56mm weighing 73.78 grams.
