The "L" and "I" in LIBERTY on the obverse appear to be damaged. Could this have happened during the minting process or is this more likely coin damage due to circulation.

That is very likely due to circulation. Circular marks/scratches around the edge of a coin can be made from coin counters etc. This is often seen with circulated coins.

Yes. Looks like some sort of post mint damage to me as well. The letters look smeared in arcs that match some heavy, arced scratches.

Victim of vending machines/casino machines and circulation through the years. Just a spender coin. Sometimes coins spending a lot of time in circulation are just that. Spendables.
