Anyone Know What These Japanese (Shogun?) Things Are? (Id: Mid 19th Century Japanese 1 Shu)

They are each roughly 1/2 inch tall and 1/4 inch wide. From what I recall from the original, they were in use just before the Japanese converted everything to Western coinage. I don't think there's any way to get a narrower date range than that.
