That area looks to be raised. I guess it's some foreign substance stuck to the coin, but I don't know what.

I would guess that the light color is some sort of glue and this was once attached to something. You can try to soak it in acetone to see if that come off. It would be interesting to see what the coin looks like under that.

holding it in my hand, to my eye it looks like original luster on the back, but I suppose it could be something baked on to look like that.

Good morning. I soaked the coin in an acetone bath overnight. This is what it looks like now. I tried to get a picture that includes the luster. Does not look like anything but original to me. No glue, nothing. Any thoughts.

I have a theory. It looks to me like the glue/epoxy has been removed to reveal the original luster, leading me to believe that it was applied when it was still red and that area has been protected while the rest of the coin experienced circulation wear.

Looks like I edited my comment at the same time as you responded. Does that area still look raised, or is it now at the same level as the rest of the coin?

I agree that your soak removed whatever was on the coin. Whatever was on it kept the underlying metal from oxidizing.

Here is your third image (I added arrows) to show where I see the glue(?) was raised above the surface of the metal before you soaked it in acetone.
