2004 Toonie - Different Variety (Looks Frosted)

Hi,
I found a 2004 Toonie in circulation that looks different than any other I've seen. It is in fantastic condition and has a surface that appears frosted. I've attached some pictures but it might be tough to see the differences. Were there different varieties produced that year? Or could this be from a set that someone took apart and spent? Any help would be appreciated.

looks like a fake / counterfeit toonie to me..

It is one of the fake toonies still going around. You can tell by the two toes on the front right paw like suggested as being suspect, and it is missing the "SB" initials on the queens right shoulder which is also an indicator of being fake.
