This looks like the top of the ear is doubled. I will do my best to show in pictures but might have to take one from my computer screen.

I went and looked at a bunch of 1998 pennies and it looks like this is normal. Sorry for the wasted post

We all do it sometimes. Best way to get yourself out of that loop is to make side by sides. A comparison to learn by and share with others. Example: 2001-2003 cents were all larger in size if the devices. (Now we know that the widening of the master hub, will enlarge the devices for years sometimes) S comparisons with other year cents, you could convince yourself that they are doubled dies. But a side by side comparison with cents of the same years, then you rule out mistakes, before/during the time you make a false claim. But admitting, your error, you advance knowledge that you figured out yourself. I've used side by sides through the years to conclude/ debunk topics. Seeing it is a better argument, than words. But learning something new, is teaching yourself something is/is not new. So we are all learning, but some not as fast as others. So don't consider the post a waste, you just learned/taught yourself something you figured out yourself.

But there is a Doubled die on the 2001 cent:
