New Variety For Indian 2 Rupee 1998 Noida

Hi all, am hoping you can shed some light on this coin. I recently noodled 3x 2 Rupee 1998 Noida. Two of them have the usual Type B obverse however the third coin has either type C or D. Definitely not Type A or B. I cannot find Type C or D listed as a variety for this coin in either Numista or NGC. Can anyone with more experience than me please weigh in on this. If it is a new variety I'm thinking Type C but would appreciate confirmation. Thanks
