Well the luster seems decent to me. It shows some reflection on both sides when held close and you can make out objects from about an inch away. It puts me in the mindset of a bathroom mirror just starting to fog up from a hot shower. Thats the best analogy I have..lol. I know its not pl by far but the coin was pulled from a BU roll. I can try and get some better pictures of this if that will help.

Yes the coin shows cartwheel. Here's some different shots of the reflection. It's more prominent on the obverse clearly. I hope these help. As I mentioned it was pulled from a BU Roll along with a 1886 p VAM 1a top 100 with nice luster.

The lifeless luster looks like it may have been cleaned with Baking Soda and water at some point. It's bright but no frost.

not a bad strike for an 81(O). a few surface marks on the obverse but nothing serious. the coin has the appearance of being dipped however not to the point where the coin would receive a details designation. top end MS64. the dip may drop the value to the 63 area
