Passing through 40 individual pack 1978D quarters which is the first question because I do not know if is legitimate mint package (photo follow), I find that the D mint mark seem not to be same, same place, same dimenssions and angles by the ax of the head design.

Could be happened that they use 2 or 3 different dies? Photos:

1. The package

Images are fine, the mintmarks were had punched until 1990, so every position is slightly different.

You do realize, that the mintmarks we added to the dies up till 1989? The punch was hammered into the hardened dies. Thus the locations, depth, width, strength would vary. So the mint packaging is correct. The coins are the real deal. The shapes of the mintmarks will vary as the punch would bend in shape and was damaged. The different locations variety collectors used to identify a single die with on doubled dies and RPMs. So starting in 1990, the mintmarks were part of the design from the master hub on down on the chain of command for each mint.
