I've noticed so many coins with this black gummy substance on it. Can this black gunk be cleaned off the coin with out damaging the coin?

That depends entirely on what the "gum" is. If it's grime from circulation, varnish, PVC residue or some such similar substance, then a quick swish in acetone should get rid of it without doing any further harm to the coin (if it's PVC goo, then the harm has already been done).

If it doesn't come off in acetone, it's probably some kind of corrosion byproduct. Which metal are we talking about, mainly?

Simple. Soak those coins in gum remover. However, don't forget to purchase only Black Gum Remover.
As already noted you left out way to much info.
Without photos try explaining some of the following:
1. What type of coins are you discussing?
2. What does that black gum really look like?
3. Are these valuable coins?
4. Where did you find, buy or steal those coins?
5. What dates are on the coins?
A gummy substance could be almost anything and taking it off may or may not distroy the coin.
