to CCF. Looks like MD, but in this case tripling. Proof coins are struck at least two times as apposed to a business strike which is struck only once.

On a proof? I would have to say no. Proof coins are struck differently - multiple times with more pressure, BUT are usually inspected for quality before being packaged or shipped out I believe.

distended hub doubling? That is class 6 doubling. That is not the case on this one.

I agree with John1, about the Machine Doubling, but is slight. That is not the area to looking for if you are looking for a doubled die. That is where you will find Machine Doubling. Hub doubling enlarges the centers of the devices. (not the edge of devices)
Variety Vista doesn't list any DDR listing for that year, but look at the next year to see what they did list. If there were a doubled die, then it might look like that:
Reverse DDR for 1963 dies:
http://www.varietyvista.com/11%20Fr...s%201963.htm
Check these out to see where to look for doubled dies. That will help you realize where to look on the devices a bit more.
On the 1962 proofs, there are a few DDO's but they are not real strong ones
http://www.varietyvista.com/11%20Fr...s%201962.htm
So check these out as well to see where to spot the hub doubling that are listed for that year.
