From my research and what I've found is that to have a premium the floating roof needs to be combined with the COMPLETE absence of the designer's initials (FG). PCGS does recognize the 1969-D No FG variety but I don't believe there is anything mentioned for just a floating roof. A very high quality 69-D No FG does carry a small premium. I believe the cause of a floating roof, and the absence of the designer's initials, has been explained in the past as an over-polished die issue.
