Well, I do know that is the same design as an Islamic toghura, with Islamic writing all around it, like on many of their coins. Other onto what that is, I'm not sure.

The back looks like it was intended as part of a decoration/ button. It does not look like a coin. If someone could read the writing, it would likely answer your question.
