I'd say MS details (obverse wiped or cleaned).

there is wear on the braids, au at best for me, au 55 ish..

I agree with silverwolf that the coin does show signs of wear.
May be just cabinet friction, but wear nonetheless.

"Dipping" is not considered cleaning...

I'd say 55 and not worth to send to TPG ... the cost plus the shipping is a large % of value, but beautiful coin.
