It looks fairly normal to me. A closeup may help, but this coin is too new to have any kind of RPM or similar.

I agree with spruett001. From the 1999 when the horizontal strike line production was introduced, the DD RPMs etc. was theoretically eliminated. In practices three time a day could happened when the line is stop for a brief time and the operator do not scrap last and new strike of 12 seconds.

1989 was the last year for RPM's because the mint mark was then added to the master die and not by hand anymore to each working die.
