Is that PMD that ripped off the top layer? the Obverse shows linear scrub marks on the rim that correspond to the reverse scrubbing, then gouged the layer off and displaced the rest in the center of the coin.

What ever happened to this coin, it looks looks like (to me) that it started at the 3 O'clock position coming in from the South East, moving North West and dug in under the lam to remove it. So, yes, to me too , it is a delamination but from an outside force.
