1944 3 Pence Possible Mint Error?

Hi

I brought a bunch of coins and found the following 3 pence it looks like the coin has missed a plating process maybe. Is this a mint error or a case of PMD.

If it is a error can someone give me an idea of value.

I would say all PMD. The coin should be straight brass, not plated. The silvering is probably someone trying out the process of plating. The rest is just circulation damage.
